Privacy

The Integrated Case Management project has completed a detailed review of all applicable legislative statutes that relate to the collection and disclosure of information within the ICM system. The ICM project team conducts regular reviews with the B.C. Government’s central privacy office and the Privacy Commissioner’s staff to ensure that privacy and security objectives are incorporated into the ICM system’s design and implementation. This ongoing engagement starts with planning and continues through the design, build and implementation of each project phase; this work also culminates with a formal Privacy Impact Assessment for each phase of the ICM project.

Phase 1

Phase 2

Numerous privacy reviews related to Phase 2 work culminated with a review of the Privacy Impact Assessment with the Privacy Commissioner’s staff who expressed that the ICM team did its due diligence in assessing its privacy and security obligations with respect to ICM Phase 2. The ICM team is reviewing two follow-up items with the OIPC: Audit Program of Employment Service Providers and Training Program for ICM.

Phase 3

The ICM team has completed the Privacy Impact Assessment for Phase 3 of the project. The privacy controls effort included engagement with subject matter experts and the Office of the Information & Privacy Commissioner. Final review with OIPC concluded with a letter from the Commissioner, communicating that government has adequately addressed its privacy and security obligations with respect to ICM Phase 3. There is one outstanding issue regarding application of business processes that would enforce the consistent use of the ICM system for the information sharing between government staff and service providers. The ICM project team is working with both the Ministry of Social Development and the Ministry of Children and Family Development to address this area of concern.
